<P>PROBLEM TO BE SOLVED: To provide an entering/exiting management device for managing the entering and exiting of a vehicle with a radio ID tag mounted thereon, the entering/exiting management device preventing vehicle entering or exiting from being erroneously recognized thereby being highly reliable. <P>SOLUTION: When a vehicle ID recorded in the radio ID tag is input from a reader for entering which is connected to a processing part for performing entering/exiting management and exchanges information with the radio ID tag by radio, a vehicle having the vehicle ID is judged to be a normal entering of a vehicle if a time when the vehicle ID is input is a time after a prescribed first avoidance time elapses after the vehicle having the vehicle ID normally leaves, or if the vehicle having the vehicle ID does not enter yet. When the vehicle ID is input from a reader for exiting, if a time when the vehicle ID is input is a time after a prescribed second avoidance time elapses after the vehicle having the vehicle ID normally enters, the vehicle having the vehicle ID is judged to be a vehicle that normally exits.
