PROBLEM TO BE SOLVED: To prevent a confinement accident by quickly re-starting operation when a passenger is in a car at the occurrence of an earthquake. SOLUTION: When the earthquake stopping the operation of an elevator occurs (step S11-S13), the presence/absence of the passenger is determined by whether or not a predetermined button provided in the car is operated (step S14). Further, when there is the operation of a button in the car and it is determined that the passenger is present, after the car is moved to a nearby story at a low speed and door-opening is performed, the car is brought into a stop state (step S15-S18).
