PROBLEM TO BE SOLVED: To shorten the time until a video image of a received digital broadcasting signal can be displayed after a receiving device is powered on, in inexpensive configuration in comparison with conventional receiving devices. SOLUTION: When decoding compressed video information and compressed audio information included in a digital broadcast signal, a first control program for decoding the information and a second control program for reproducing compressed additional information included in the digital broadcast signal are stored into separate areas of a first storage means. Furthermore, the first control program and the second control program are transferred from the first storage means to a second storage means. In such a case, the transfer of the first control program is started earlier than the transfer of the second control program and after the transfer of the first control program to the second storage means is completed, the transfer of the second control program to the second storage means is started.
