PROBLEM TO BE SOLVED: To obtain a controller for vehicle which can start the running of a vehicle at an early stage, without spoiling the reliability of the vehicle system by starting running of the vehicle with the energy of a fuel cell, even if the capacitor voltage is lower than the idling votage of the fuel cell and connection with a motor is possible, only after the precharging the capacitor when the vehicle system is actuated, thereby shortening the time required for running the vehicle after the actuation of the start. SOLUTION: The control means comprises a precharge control section for connecting a fuel cell side connection means after a fuel cell has been actuated, if the difference between the idling voltage of the fuel cell and the capacitor voltage detected by a capacitor voltage detection means is larger than a set voltage, when the vehicle is actuated, and for starting precharge of the capacitor, after the vehicle is brought into drivable state by means of a motor.
