PROBLEM TO BE SOLVED: To provide a developing roll exerting decreased stress on toner, even if the surface of the roll has been roughened by using particles. SOLUTION: An elastic layer 2 and a surface layer 3 are formed in that order along the outer circumference of a shaft body 1, and particles G for forming a rough surface are dispersed in the surface layer 3. By means of the distribution of the dispersed particles G, the outer circumferential surface of the surface layer 3 is roughened. The universal hardness of particles G is in the range of 0.50 to 8.18 N/mm<SP>2</SP>. The difference between the depth of depression obtained, when a developing roll surface portion on which the particles G are present is depressed with constant load and the depth of depression obtained, when the developing roll surface portion on which the particles G are not present is depressed with the constant load, is set to be smaller than 30%.
