PROBLEM TO BE SOLVED: To transfer important data preferentially by efficiently using limited accumulated power and to simplify remote maintenance of a device. SOLUTION: A data logger 14 detects remaining capacity of power of a power accumulating unit 13 and sets observation frequency and data transfer frequency suitable to the remaining capacity on the basis of the detected remaining capacity of power. The operation of acquiring observation data from a rainfall sensor 153 and the operation of transferring the observation data to a data collecting device are carried out according to the set observation frequency and data transfer frequency.
