PROBLEM TO BE SOLVED: To enable the rotation of a tappet 19 by offsetting thrust positions Fa, Fb of cam lobes 16 from the center of the tappet 19. SOLUTION: A cam shaft 14 having the pair of cam lobes 16 on the outer periphery is externally fitted to the outer periphery of a driving shaft 12 in a relatively rotatable manner. The tappets 19 are mounted between each of the cam lobes 16 and an intake valve 18. A varying mechanism 24 is provided on link mechanism 22, 28, 30 bridged between the driving shaft 12 and the cam shaft 14 for changing the lifting property of the intake valve 18. From the center of each of the tappets 19A, 19B, the axial center of each of the cam lobes 16A, 16B is axially offset to the side of a link connection portion between a rod link 30 of the link mechanism and one axial end of the cam shaft 14.
