PROBLEM TO BE SOLVED: To provide a communication apparatus, communication system and communication method by which data is appropriately transmitted according to types and purposes, etc. of data. SOLUTION: The communication apparatus has: a receiving part 62 which receives a plurality of communication signals with different frequencies including a plurality of logical channels from a communication partner; a measurement part 53 which measures line states of the received communication signals; a communication signal allocation part 51 which allocates the communication signals to each of the logical channels; a margin setting part 55 which sets margin values by every logical channel and uses the margin values set to the corresponding logical channel as margin values of the communication signals; a communication speed determination part 51 which determines communication speed of the plurality of communication signals, respectively so that error rates of the plurality of communication signals become less than a predetermined value, respectively at a line state of being deteriorated by the margin values of the communication signals from the measured line states and a transmitting part 61 which notifies the communication partner of allocation results of the communication signals and the determined communication speed.
