A system and a method for managing/controlling data in a semiconductor flash memory, a flash memory receiving device, and a monitoring camera device are provided to promote a long lifetime by normalizing rewriting of the flash memory, and easily realize real-time data write/read by solving non-uniformity related to synchronization time. A flash memory(56) includes a data storage area(61) storing file data defined by a file system, and a space bitmap(57) representing a use state of the data storage area and comprising a plurality of partial space bitmaps(58-60) of a block unit. A system memory(47) stores information for synchronization with the space bitmap to refer to or modify the space bitmap, and temporarily stores the file data. A data manager(42) includes a data arrangement manager matching a file directory group classified by corresponding to the number of partial space bitmaps with a partial data storage area and providing a mapping rule forming a write-prohibited partial data storage area over one file directory group, and manages a UDF(Universal Disk Format) file system(43) and the space bitmap. A data controller(53) controls a data flow between the system memory and the flash memory.
