A cooling and heating system is provided to improve performance of a vapor compression heat pump by 20 to 40% on the average, and to reduce power consumption of the vapor compression heat pump by decreasing condensation pressure at a cooling mode of the vapor compression heat pump by using an absorption freezer. A cooling and heating system comprises a heat storage tank(30), an absorption freezer(60), a buffer tank(20) and a vapor compression heat pump(80). The heat storage tank stores water heated by heat collected in a solar heat collection plate(10). The absorption freezer generates cool water by using hot water stored in the heat storage tank. The buffer tank stores cool water generated by the absorption freezer. The vapor compression heat pump is consisted of a compressor(170), a heat exchanger(176) for cool and hot water, a heat exchanger(175) for the buffer tank, and an expansion valve.
