<P>PROBLEM TO BE SOLVED: To set a control device at another location, independently of the installation location of the control device, and to reduce electric power which conventionally have been required to be supplied to the control device as a whole during setting. <P>SOLUTION: An operator, capable of separating from the control device, is provided, and the operator includes a communication device capable of communicating with a personal computer. When the control device is set, the operator is connected to the personal computer, after being separated from the control device body.
