PROBLEM TO BE SOLVED: To provide a heat insulating foundation which can surely prevent the wood (bedsill etc.) of a building on the foundation from suffering from insect damage caused by termites, and a construction method for the heat insulating foundation, enables a simple constitution to prevent both heat insulating materials from falling together and sustaining damage etc. caused by the pressure of placed concrete, and can improve linear precision. SOLUTION: A metal cover 41 covers the upper end surface 12 of the first heat insulating material 11 brought into contact with the ground of both the heat insulating materials (11 and 21) which form a form 10. The cover 41 is arranged in such a manner as to cover the upper end surface 12 of the first heat insulating material 11 in a close contact state, and to make its one end protruded into an empty space S1; one end 52 of a reinforcing rod 51 is fixed to the ground 9; and the other end 53 thereof is fixed to the cover 41.
