PROBLEM TO BE SOLVED: To provide a technology whereby motion compensation processing can efficiently be executed while reducing an operation amount for motion compensation in prediction among a plurality of reference frames.

SOLUTION: A moving picture coding apparatus includes: a first image conversion means for converting image data into first image information by referencing reference image data; a second image conversion means for inversely converting the first image information to generate restored image data; and a discrimination means for discriminating whether or not the restored image data are to be used for the reference image data on the basis of the image data and the restored image data.
