A rotation control device is provided to generate constant rotational load and torque continuously only through pure magnetic force. A rotation control device includes a drive roller(40), a driven roller(70), and a gap regulating body(80). Permanent magnets(10) are provided along the circumferential direction of the inner surface of the drive roller. A bearing(30) is provided at a central portion of the drive roller so as to be coupled to a rotational shaft(20). A magnetic body(50) is provided on the inner side surface of the driven roller to form a magnetic field with the permanent magnets. A bearing(60) is provided at a central portion of the driven roller so as to be coupled to the rotational shaft. The gap regulating body is provided between the permanent magnets and the magnetic body to regulate the strength of the magnetic force.
