PROBLEM TO BE SOLVED: To prevent all radio resources from being occupied by an existent service when allocating the radio resources to a novel service. SOLUTION: A plurality of radio resources of channel cards 10-1, 10-2 are managed while being divided into an ordinary area and a specific service reservation area and radio resources defined as the specific service reservation area are allocated only to a predetermined specific service.
