PROBLEM TO BE SOLVED: To limit the continuation of the minimum run to a prescribed number of times without limiting the insertion pattern of synchronizing signals or the like. SOLUTION: A conversion pattern determining part 52 selects a prescribed conversion pattern from a code word string converted so as to follow an RLL rule by a conversion pattern processing part 51. A minimum run continuation limiting pattern processing part 54 performs processing so as to limit the number of times of the continuation of the minimum run. A specified rule conversion pattern detection part 53 detects a pattern having a specified rule to prohibit DSV control within a data string. A channel bit string conversion part 55 converts a channel bit string outputted from the conversion pattern determining part 52 to another channel bit string on the basis of information from the minimum run continuation limiting pattern processing part 54, the specified rule conversion pattern detection part 53, an adjacent code detection part 56 and a general detection part 57.
