PROBLEM TO BE SOLVED: To overcome a problem wherein there have been found no materials having extremely a low saturation water absorption, fulfilling airtightness, high heat resistance, high chemical durability, high adhesiveness, and having a low melting point and high transparency. SOLUTION: The invention provides a process for producing an organic-inorganic hybrid glassy material, which comprises concentrating and then melting a raw material having a melting property, and subsequently, conducting depressurization while heating, and further conducting a heat treatment at a high temperature of 300°C or higher. The raw material having a melting property contains a phenyl group and a D unit, and the heat treatment at a high temperature is conducted at 300°C or higher and 550°C or lower. In addition, the organic-inorganic hybrid glassy material has a saturated water absorption of 0.1 wt.% or less. The organic-inorganic hybrid glassy material further has an expansion coefficient and a variation amount of refractive index due to water absorption of 0.1% or less and 0.00030, respectively. The organic-inorganic hybrid glassy material is characterized by having a softening point of 50°C-350°C, being meltable, and having a lowering rate of light transmittance due to the absorption by a silanol group based on the light transmittance at 1,100 nm of 10% or less.
