<P>PROBLEM TO BE SOLVED: To facilitate policy setting for an object to be newly added. <P>SOLUTION: A policy setting device extracts one column (access) biased in Effect from a matrix formed of a policy set (steps 3-5), asks a question to a new user whether or not the user permits access to the column of a new object (step 7) and selects a row (policy set) including Effect conforming to an answer on the column (step 8).
