SOLUTION: In the step-up chopper controller 2 which has a proportional integration controller 8 equipped with a subtractor 12, a proportional integrator 13, and a limiter 14, and a voltage comparator 9 which generates a control signal for the step-up chopper circuit by comparing the output of the proportional integration controller 8 with triangular waves, the gain of the proportionator of the proportional integrator 13 is made 1000 times with respect to that of an integrator, and the upper limit value of a limiter 14 is made 0.78, and the switching frequency of a switching element 6 is made 18.0kHz, and the control frequency of the proportional integral controller 8 is made 15.6kHz.
