PROBLEM TO BE SOLVED: To provide a foot protective block in which a cylindrical body penetrated in the lateral direction is arranged and small fishes and aquatic insects which do not like light and water flow can live in addition to small fishes which like light and water flow. SOLUTION: A cylindrical unit 4 having a plurality of holes 5 in a peripheral wall and surrounding a brushwood 8 on the outer periphery of a cylindrical body 6 penetrated in an axial direction is buried in a block so as to become a penetration state and a water-soluble sheet of paper 9 is wound around the outer periphery of a cylindrical body of the cylindrical body unit 4 and the brushwood 8 is surrounded on the outside of the water-soluble sheet of paper and agar 11 is poured into a space of a part of the brushwood 8.
