Provided is a synthetic rubber-based cement composition which is improved in processing property and performance such as tensile strength, binding strength and crack resistance. A synthetic rubber-based cement composition comprises 100 parts by weight of a binder which comprises a natural rubber, an isoprene rubber, a solution polymerization styrene-butadiene rubber, an emulsion polymerization styrene-butadiene rubber and a butadiene rubber in a ratio of 5-20 : 5-20 : 30-45 : 5-20 by weight; and 3-5 parts by weight of a modified phenol-formaldehyde resin. Preferably the cement composition is used in a form of a solution obtained by mixing the cement composition with an aliphatic solvent and stirring the cement composition.
