A ground wave receiving device for a digital television and a method thereof are provided to employ an initial default value without change and set a bandwidth of a phase loop filter wide if an image is broken by phase noise, thereby very effectively coping with both phase noise and impulse noise. A ground wave receiving device for a digital television includes a VSB(Vestigial Side Band) receiving part such as a VSB chip(140) for keeping an initial bandwidth at a default value considering phase noise and impulse noise to receive image signals, and a control part(160) for determining whether breakage of the received image is resulted from phase noise by reading a phase tracking error from the VSB chip. If so, the control part sets a bandwidth of a phase loop filter wide for correcting the error.
