PROBLEM TO BE SOLVED: To perform closed-loop type transmission power control by estimating error characteristics and controlling a target SIR appropriately even when a signal such as CRC to which an error detection code cannot be assigned is received. SOLUTION: An error characteristics estimating section 108 is holding an error rate reference table for making the error rate correspond with the SIR variance value previously and internally, collates a calculated SIR variance value with the error rate reference table to acquire the value of an error rate which is made to correspond with an SIR variance value closest to the calculated SIR variance value, and estimates the error rate thus acquired as the error rate under current propagation environment.
