PROBLEM TO BE SOLVED: To provide an information display medium excellent in contrast. SOLUTION: The information display medium 1 (so called electronic paper) includes an elastomer sheet 7. A plurality of twist balls 3 comprising black semispherical parts 5 charged with positive charges and white semispherical parts 6 charged with negative charges are rotatably buried in the elastomer sheet 7. A change control agent (CCA) 12 charged with positive charges is added to the black semispherical parts 5. A dimethyl silicone oil layer 9 made of a dimethyl silicone oil having about 2.65 specific dielectric constant is formed on circumferential surfaces 15 of the twist balls 3.
