PROBLEM TO BE SOLVED: To further stabilize the communication quantity of a network by preventing expansion of a broadcast domain in an authentication VLAN system. SOLUTION: An authentication switch 22 includes a relay processing section 221, a conversion processing section 222, a storage section 223 and a time section 224. The conversion processing section 222 converts a "VLAN ID" received by the relay processing section 221 from a RADIUS server by utilizing a unique value, an IP address, a MAC address stored in the storage section 223 or a present time measured by the time section 224. Then, the VLAN ID acquired by the conversion is registered in a VLAN table 231, and the VLAN ID is allocated to a port 225 of the authentication switch 22 to which a user terminal is connected.
