<p><P>PROBLEM TO BE SOLVED: To provide a traffic managing device and a system which are capable of finding a device that has detected incorrect traffic in a network, deciding a device which manages the incorrect traffic, and managing the incorrect traffic at an optimal position. <P>SOLUTION: In the traffic managing device, when an abnormal traffic is detected, a packet relay device which detects the abnormal traffic informs an abnormal traffic managing device of information on the detected abnormal traffic, and information as to the abnormal traffic is exchanged among abnormal traffic managing devices. Accordingly, all the abnormal traffic managing devices are capable of holding information as to the abnormal traffic occurring in a network. It is previously set up that a certain abnormal traffic managing device is chosen to manage abnormal traffic, when the certain interface of the packet relay device serving as a control target detects the abnormal traffic.
