<p><P>PROBLEM TO BE SOLVED: To provide a system for preventing guide to an illegal site in which a user can be prevented from being guided to the illegal site. <P>SOLUTION: An illegal mail determing section 22 judges whether a link contained in electronic mail, destined for a user, received by a mail receiving section 21 is a link to a site which is suspicious of being illegal. When the link is determined as a link to the site which is suspicious of being illegal, a mail rewriting section 23 rewrites a link destination address into an address of an illegal access warning device 40.
