PROBLEM TO BE SOLVED: To provide a sheet material separating device and a paper feeding device capable of suppressing the generation of vibration and an abnormal sound of a holding arm 6 caused by the friction and sliding of a sheet material and a friction pad 7 of the sheet material separating device 1 while maintaining paper feeding performance and reducing noise. SOLUTION: In this sheet material separating device 1 provided with a paper feeding roller 5 for feeding out a sheet material, the holding arm 6 having the friction pad 7 for separating sheet materials from each other, and a base member 8 being a base, either of the holding arm 6 and the base member 8 compresses, nips, and holds the other of them to turn freely in a turn holding part 15, a turning shaft 9 having a tapered concentric circle cross section over a shaft end is provided in either of the holding arm 6 and the base member 8 in the turn holding part 15, and a recessed turning shaft receiving part 10 having a tapered concentric circle cross section space over an innermost part and fitted into the turning shaft 9 is provided in the other of them.
