A system, device and method for realizing terminal roaming control in the next generation network are provided, wherein the terminal has an unique home IP address segment and sends an access request to the service control device via core packet network; said service control device records the IP address segments and the roaming authority between each two IP address segments, said service control device determines whether accept the access request or not according to the home IP address of said accessing terminal and the IP address at which the accessing terminal sent the access request. The invention can realize roaming accessing control and roaming conversation accounting to the accessing terminal by setting roaming authority and roaming mode between the IP address segments in the service control device.
