A stepped winding reel for a carrier tape is provided to densely and smoothly winding the carrier tape without a loose space when the carrier tape is wound on a winding section. A stepped winding reel for a carrier tape includes a winding section(11) and a pair of real plates(14). The carrier tape is wound on the winding section. The pair of reel plates is separated from each other, with the winding section being interposed between them. The winding section is stepped in one region. A stepped portion forms an initial attachment position of the tip end of the carrier tape. The height of the stepped portion is the same as the thickness of the carrier tape, with the tip end of the carrier tape being attached to the initial attachment position.
