<P>PROBLEM TO BE SOLVED: To provide a card authentication system having an improved security level by enhancing arbitrariness of random numbers generated by a random number generator. <P>SOLUTION: A card controller of this invention includes the random number generator and an encryptor. The random number generator receives a peculiar number from a storage medium so as to generate the random number, and the encryptor receives the random number and a stored key and generates a ciphertext. The card authentication system of this invention includes the storage medium and the card controller. The card controller receives the peculiar number from the storage medium. The card controller includes the random number generator and the encryptor. The random number generator receives the peculiar number from the storage medium so as to generate the random number, and the encryptor receives the random number and the stored key and generates the ciphertext.
