PROBLEM TO BE SOLVED: To provide a communication system, a communication method, and a communication device that can achieve encryption communication using easy and highly safe manual key exchange. SOLUTION: The communication system comprises a plurality of communication devices 30A and 30B which perform encryption communication by encrypting predetermined packets, and the plurality of communication devices 30A and 30B include random number generating means 20A and 20B of generating the same random numbers between the plurality of communication devices 30A and 30B at one and the same time, key generating means 31A and 31B of generating the same keys between the plurality of communication devices 30A and 30B based upon the random numbers, and arithmetic means 32A and 32B of performing processing needed for the encryption communication by using the keys.
