PROBLEM TO BE SOLVED: To provide a semiconductor device which is capable of restraining voids caused by level differences provided to a work as an object of sealing when a sealed area is provided, and as a result, becomes excellent in corrosion-resistant properties, and to provide its manufacturing method. SOLUTION: The semiconductor device 1 is equipped with a substrate 2 formed of conductive rigid material, a conductive unit 5 arranged, at least, on the one surface of the substrate 2 through the intermediary of an insulating unit 3, and a photosensitive resin film 6 arranged on the substrate 2 so as to cover the insulating unit 3 and the conductive unit 5. The substrate 2 is equipped with a recess and/or a through-hole 2a opened on its one surface, and all of the recess and/or the through-hole 2a are filled up with the film 6.
