PROBLEM TO BE SOLVED: To provide a hydrogen production system for reducing the influence on operation control of a waste treatment system or a boiler by hydrogen production and improving hydrogen production efficiency. SOLUTION: The hydrogen production system is provided in which a fuel such as a waste product 1 is subjected to combustion treatment, a reformer 8 is disposed in a flow path of a combustion waste gas 5 in a boiler in which steam 17 is produced using heat of the combustion waste gas 5, a hydrocarbon such as utility gas 21, an ether or an alcohol and a part or all of the steam 17 produced in the boiler are flown into the reformer 8, and the steam reforming is performed using heat from the combustion waste gas 5, and thereby hydrogen is generated, whereby hydrogen 28 can be efficiently produced without affecting on operation control of a waste treatment system or a boiler.
