The holder comprises a holding plate (2) which can be placed by its underneath surface (4) on the cargo surface and which has on an end side (3) a roughly semi-circular transverse groove (5) which opens down towards the underneath surface so that an eye (9) is mounted for swivel movement therein by means of a resilient clamping element (6). The plate has a distance from this a bore (10) which is perpendicular to the underneath face and has a fixing screw (11) held therein. The clamping element for the eye engages by a pivot in a recess (8) of the plate.
