A protective layer of a plasma display panel and a method for manufacturing a plasma display panel are provided to reduce current in a discharge process by increasing the emitted amount of secondary electrons of the plasma display panel. A first protective layer(280) includes MgO. A second protective layer is formed on the first protective layer. The second protective layer includes MgO powder of a single crystal. The second protective layer is coated on the entire surface of the first protective layer. The MgO powder of the single crystal is formed by coating, drying, and baking MgO liquid of the single crystal on the first protective layer. A size of the MgO powder of the second protective layer is larger than a size of MgO of the first protective layer.
