PROBLEM TO BE SOLVED: To provide a valve structure capable of being buried in a shallow layer by making the valve structure height low and capable of preventing a possibility of water leakage from a flow passage of high water pressure and to provide a bypass forming method using the valve structure. SOLUTION: The valve structure has an outer valve casing 3 capable of being attached to an existing pipe K and an inner valve casing 4 stored in the outer valve casing 3 with a separation plate 5 capable of shutting off or switching the flow passage of fluid flowing in the existing pipe K. The separation plate 5 is inserted in a manner of being movable in the inner valve casing 4 in the vertical direction.
