PROBLEM TO BE SOLVED: To provide a valve timing-changing device capable of having stable operation. SOLUTION: A housing member 4 is formed by connecting an almost cylindrical housing body 5 and first and second plate members 5, 6 with bolts 8, wherein the housing body has a sprocket 3 around which a timing chain is wound and the first and second plate members seal opposite ends of the housing body. Vanes 18 rotating with a camshaft 1 separately define operating oil chambers 19, 20 in the housing body 5, and operating oil is selectively supplied to and discharged from the respective operating oil chamber 19, 20 to relatively rotate the housing body 5 and the vanes 18. An engagement member 37 of a rotation regulating means 34 is received in the vanes 18 and the first plate member 7 larger in plate thickness than the second plate member is formed with an engagement hole 38 in which the engagement member can be engaged, with internal thread holes in which tips of the bolts are screwed, and with an oil hole 46 providing communication between the operating chambers and the engagement hole.
