<P>PROBLEM TO BE SOLVED: To easily secure magnetic flux density, without causing the problem of slipping-out and the movement of a seal plate, while improving the bearing service life, by preventing infiltration of water in a fitting part of the seal plate. <P>SOLUTION: A seal device 5 is provided between an inner member 1 and an outer member 2. The inner member 1 is composed of a hub wheel and a separate inner ring fitted to an end part outer diameter of this hub wheel, and a raceway surface of respective rolling body rows is formed in these hub wheel and separate inner ring. The separate inner ring is fastened to the hub wheel by a caulking part 35 of caulking an end part of the hub wheel. The seal device 5 is provided with an elastic member 14 being an encoder lattice on a first seal plate 11, and is provided with lips 16a to 16c on a second seal plate 12.
