An apparatus and a method for compensating shaking motion in a portable terminal are provided to compensate the shaking motion in real time by optimizing memory capacity and predicting a final motion vector for motion compensation. An edge detection part(41) detects luminance component data of a digital image and converts the luminance component data into bi-level data. An encoder(42) and a decoder(43) compresses and restores the bi-level data, respectively. A motion detection part(50) processes the restored bi-level data and predicts a global motion vector. A motion compensation part(60) performs shake compensation of an image by using the predicted global motion vector. The encoder and the decoder compresses and restores data by a modified huffman method, respectively.
