A system, an apparatus, and a method for monitoring fixed shore nets are provided to definitely grasp the scale and captured state of a shoal of fish for a large-scale fixed shore net composed of plural fishing nets, to enable monitoring for a plurality of fixed shore nets, and to enable users to conveniently receive monitoring information at any time and anywhere. A system for monitoring fixed shore nets comprises fixed shore net monitoring units(1001-100N), a fixed shore net monitoring server(104), and a mobile communication system(102). The fixed shore net monitoring units(1001-100N) create fixed shore monitoring information containing image photographing information for fixed shore nets or fishing nets of the fixed shore nets, adds preappointed client terminal identification information to the created information, and transmit it. The fixed shore net monitoring server receives the fixed shore monitoring information, stores it in a database(106), and providing it through a manager terminal(108). The mobile communication system receives the fixed shore monitoring information from the fixed shore net monitoring units(1001-100N) and transmits it to the fixed shore net monitoring server.
