A method and an apparatus for designating and decoding inter-layer reference video are provided to improve coding efficiency by allowing different blocks existing in one current video to refer to blocks of different lower-layer video when a layer of video to be currently encoded or decoded is a spatial upper layer. An MB(Macro-Block) searching part hierarchically searches one or more lower-layer video of input video and searches an MB in the lower-layer video which corresponds to each MB in the input video. An MB descriptor inserting part inserts an MB descriptor, which is information for describing lower-layer video including the searched MB, into the MB in the input video which corresponds to the searched MB. An adaptive reference part refers to each MB in one or more lower-layer video described by the MB descriptor.
