A banner hanging device is provided to attract persons' eyes by turning a rotating member connected with the banner through a banner support rod with the force of the wind and also rotating the banner. A banner hanging device for hanging a banner with applying tension to the banner is composed of a lower support body(10) made of a weight body; a rotating member(20) rotatably combined at the upper part of the lower support body; a banner support rod(30) joined to the rotating member and fixed with the banner; a rotation range restricting unit for restricting the rotation of the rotating member within a predetermined range; and a return unit(50) for returning the rotating member to the predetermined position within a limited rotation range.
