A video decoding apparatus, a video decoding method, and a reference picture storing method are provided to alternately store lines of a picture pixel by pixel to improve a picture decoding speed, reduce latency in a decoding process, and decrease a bandwidth. A video decoding apparatus includes a memory(300) and a decoder. The memory stores M lines of a picture as N interleave lines. N is a natural number smaller than M. Pixels of parts of the M lines are alternately stored in the interleave lines. The decoder receives the interleave lines and decodes the picture. The memory stores a single interleave line in a single bank.
