PROBLEM TO BE SOLVED: To provide a heating panel for heating that can implement highly insulated uniform heating and can prevent dew formation. SOLUTION: The heating panel for heating comprises a platelike surface heating element 100 for producing heat when supplied with electricity, a magnesium board 200 joined to a top surface of the surface heating element, a platelike foamed bottom member 300 joined to an under surface of the surface heating element and provided along top surface edges with fitting grooves for storing lead wires connected to the surface heating element, and a hollow plate 400 joined to an under surface of the bottom member and provided with many partitions to define cells forming an air layer.
