Provided is a flat panel type heat exchanger, which allows condensation of hot water steam discharged from the main body of a fuel cell through a simple structure, and utilizes the heat energy of the hot water steam to preheat water supplied to a reformer. The flat panel type heat exchanger(90) for a fuel cell condenses hot water steam discharged from the main body of a fuel cell into water. The flat panel type heat exchanger comprises: a substrate(91) having a first channel(95) formed on one surface for flowing the water steam and a second channel(97) formed on the other surface for flowing water supplied to a reformer at a relatively low temperature; and cover plates(93) installed on both surfaces of the substrate.
