PROBLEM TO BE SOLVED: To provide a system, method and program for managing a game hall, capable of easily performing a shift into a new system to be adopted to the game hall including a plurality of game machines different in a put-out rate without largely changing an existing system. SOLUTION: The general game machines for putting out a consideration in response to the normal put-out rate and the special game machines for putting out the consideration in response to the second put-out rate being higher than the normal put-out rate are arranged in the game hall. A hall computer monitors the actual put-out rate to be calculated in accordance with the actual operation of the general game machine and sets existence of usage right in response to whether or not the actual put-out rate reaches a threshold to be the determination reference of the usage right in the special game machine.
