PROBLEM TO BE SOLVED: To improve braking performance by improving the estimation precision of a tire-and-road surface friction coefficient. SOLUTION: A tire-and-road surface friction coefficient estimation means 10 estimates a maximum friction coefficient between a wheel and a road surface in accordance with the information of a rate of a change of the deceleration of a vehicle and braking from vehicle body speed obtained by a vehicle body speed detection means. A target slip ratio computation means 20 computes a target slip ratio on the basis of a maximum friction coefficient estimated value estimated by a friction coefficient estimation means 14.
