<P>PROBLEM TO BE SOLVED: To provide a cleanerless image forming apparatus that can stably produce an image of high quality for a long time. <P>SOLUTION: The image forming apparatus includes at least an image bearer 20, a charging device 30, an exposing device 40, a developing device 50, a transfer device 60, and a brush roller 70 which temporarily collects and holds a residual toner remaining on the image bearer after transfer and then ejecting the toner onto the image bearer, wherein the toner ejected from the brush roller is recovered into the developing device.
