PROBLEM TO BE SOLVED: To quickly notify a telecommunication service company of network connection failures. SOLUTION: When a failure occurs in a connection between a home gateway 24c and an ISP 28, PLC modems 22a-22c notify PLC modems 32a-32c in another dwelling unit of the occurrence of the connection failure at a level of a PLC layer. The notification includes information for specifying a dwelling unit 20 or information for specifying the PLC modems 22a-22c as a notification origin, and information for specifying the ISP 28 of the final notification destination. The PLC modems 32a-32c notify the ISP 28 specified there of contents of emergency notification via an Internet connection line 36 with which a dwelling unit 30 contracts, an ISP 38, and the Internet 40.
